People are really going to have to start thinking ahead of time. I think it sucks, but my dad says it works okay in New Mexico. If your car won't pass for some reason though, you risk not being registered at the same time.
As a result of House Bill 2305 passed during the 83rd legislative session, the State of Texas will stop issuing inspection stickers and transition to a “Two Steps, One Sticker” vehicle inspection and registration program. Beginning March 1, 2015, vehicles will no longer be issued an inspection sticker. Your registration sticker will serve as a combined proof of registration and inspection.
Why You'll Love “Two Steps, One Sticker”
- One sticker, one date: Are you one of the millions of Texans whose inspection sticker and registration sticker expire in different months? With “Two Steps, One Sticker” you will just have one sticker with one expiration date.
- Less clutter, better view: Who wants multiple stickers in their view while behind the wheel? With “Two Steps, One Sticker” you will just have the familiar blue-bordered registration sticker in the corner of your windshield.
- Safer streets, cleaner air: Because a passing vehicle inspection will be a requirement to renew your registration, more Texans will comply with the safety and emissions testing laws. So with “Two Steps, One Sticker” there will be safer and more environmentally-sound cars on the road.
- Fraud prevention: With inspection stickers no longer needed under “Two Steps, One Sticker,” this change will eliminate the risk of inspection sticker fraud and theft.
Who’s At the Wheel
- The Texas Department of Motor Vehicles (TxDMV): The TxDMV administers the state’s vehicle registration program.
- The Texas Department of Public Safety (DPS): DPS administers the state’s vehicle safety inspection program.
- The Texas Commission on Environmental Quality (TCEQ): The TCEQ administers the state’s vehicle emissions testing program.

Why even have one sticker? It will tell the police if you are not registered/inspected when they scan your license plate.
Its easier for us, no more voiding stickers, damaged stickers, vi30(out of state form)
Dealer plate, one plate; no registration ftw!

I am not positive, but I THINK because of the change, My Miata just got it's last emissions test ever yesterday. I found this in their FAQs:
During the sync up year from March 1, 2015-February 29, 2016, some vehicle owners will go beyond their 12-month inspection cycle to align the expiration dates for inspection and registration.
For example:
Registration sticker expires 3/15
Inspection sticker expires 9/15
The owner will be able to renew registration in March 2015 and not have to get the vehicle inspected again until 2016 because the inspection sticker is valid at the time of renewal (inspection sticker expires 9/15).
The following year, before the end of March 2016, both inspection and registration will be due.
My registration expires 1/2016. My inspection is 2/2016. If I am reading it right, next January I will be able to register without inspection, because the inspection was valid at that time. An inspection will not be needed until 1/2017. At that point, the car will be 25 years old, so will only need a safety inspection.
Excellent find, Titus! I did some poking around, and there's a lot of talk on the 'net regarding this subject. Since the 3 cars I have registered here in Texas all have inspection stickers expiring one month after my registration, it looks like I get to skate for a year on the inspections. I renewed the registration for two of them online in the last month or so, and just did the Miata this morning. Oddly, there's no mention of the grace period during the online registration renewal process.
I'm not certain, but I *think* that once you have a registration sticker expiring in 2016, the 2015 inspection sticker can be removed.
